Russia struck civilian infrastructure in Ukraine’s northern city of Kharkiv on Wednesday, while Western defense officials prepared to discuss Kyiv’s military needs ahead of its
expected offensive to retake territory seized by Moscow.
Andriy Yermak, the chief of Ukraine’s presidential staff, said a missile had landed near a school in Kharkiv, damaging buildings but causing no casualties. Emergency services were on the scene, said the head of the Kharkiv region’s military administration, Oleh Synehubov.
